Debt Portfolio Management Quarterly Report - 1st Half of 2026
In accordance with the calendar of published information, the Ministry of Finance presents the Debt Portfolio Management Quarterly Report of the Czech Republic, which contains the state of fulfilment of the operational funding programme and issuance activity plans in relation to the announced strategic targets and limits specified in The Czech Republic Funding and Debt Management Strategy for 2026 published on 6 January 2026. It also includes regular quarterly evaluations of primary dealers in Czech government securities for the period from the third quarter of 2025 to the second quarter of 2026. Based on the overall evaluation, the three most active banks during this period were PPF banka a.s., KBC Bank NV / Československá obchodní banka, a. s., and Deutsche Bank AG.
The absolute value of state debt reached CZK 3,726.8 billion at the end of the first half of 2026, which represents an increase of CZK 49.2 billion compared with the end of 2025. This increase was mainly due to the sale of government bonds for the purpose of the ongoing coverage of the state budget deficit, which reached CZK 183.6 billion at the end of June, while at the same time refinancing all CZK-denominated medium-term and long-term government bond redemptions due in 2026. Relative to GDP, state debt decreased by 0.5 percentage points compared with the end of the previous year to 42.4%.
During the first half of 2026, CZK-denominated medium-term and long-term government bonds in a total nominal value of CZK 276.3 billion were sold on the primary and secondary markets with an average residual time to maturity of 10.0 years, which is 0.5 years longer than in the same period of the previous year. The average yield to maturity of newly sold fixed-rate government bonds reached 4.6% p.a. In addition, CZK-denominated state treasury bills in a total nominal value of CZK 56.5 billion were sold. At the same time, state treasury bills in a total nominal value of CZK 37.7 billion were redeemed during the first half of 2026. The total nominal value of CZK-denominated state treasury bills outstanding at the end of the first half of 2026 amounted to CZK 135.8 billion.
